Annual Report 2024 – 2025

Our Annual Report covers the period from 1 April 2024 to 31 March 2025, marking Commissioner Nicola Killean’s first full year in the role. It reflects a landmark moment for children’s rights in Scotland, with the UNCRC incorporated into Scots law for the first time — the most significant change to the office’s powers since its creation in 2003.

UNCRC Symbols – British Sign Language

This symbols resource has been designed to increase knowledge and understanding of children’s rights within the UNCRC. Children, young people and adult practitioners helped us to adapt 42 articles of the UNCRC into symbols. All children should be able to access information about their own rights in their own language and we have produced this resource in BSL to support young BSL users to explore rights in their first, or preferred language.

Our British Sign Language (BSL) Plan 2024-30

British Sign Language (BSL) is the primary language for many children and young people in Scotland and it is crucial that children and young people are supported to access the language of their choice at any age. Our BSL Plan sets out actions we will take to promote and protect the rights of young BSL users, how we will involve them in our work, as well as promote the use of BSL and to improve access to information and services for BSL users.

Our Plan 2024-28

Engaging the voices of children and young people is at the core of our mission for the next four years. Introducing ‘Your Rights, Our Plan,’ a comprehensive resource pack designed to empower adults in guiding children and young people through vital discussions about our work. Packed with videos, PowerPoints, and a survey, this resource facilitates conversations around six key questions, shaping the roadmap for Children and Young People’s Commissioner Scotland Nicola Killean’s Strategic Plan.

Let’s explore our rights

Let’s Explore Our Rights” teaches young children about their human rights. The book which features iconic Scots landmarks is aimed at children aged up to five. It was beautifully illustrated by Corinna Campbell and takes readers on a journey to discover rights like having a safe home, being healthy, learning, and playing. The book will support early years practitioners to spark first conversations about human rights with very young children.
